I think PHP is the best language to use as it has many more features compared to HTML.

I use PHP and CSS. There is a lot of flexibility in designing with those two combined. You might also need a little javascript from time to time.

Well, it's pretty obvious that php is the best programming laguage for designing. Html is more on table or basic programming.

PHP is a powerful tool for making dynamic and interactive Web pages. PHP is the widely-used, free, and efficient alternative to competitors such as Microsoft's ASP. With HTML you can create your own Web site.

HTML is a Client Side Scripting language while php is a Server Side Scripting Language, & when you want to make web site dynamically then you must follow any Server Side Scripting Language.

It dill depend on the application. If the site is dynamic, then use PHP. If it is just a static website then HTML will do.

PHP is the final one to learn. You need to learn basics first. You have to start with xHTML and CSS followed by JAVA. If you follow this order, you can learn PHP easily and thus you can get any type of design.

Php is far more powerful but css is what you need for scripting templates and such.
